On Thursday morning, President Donald Trump signed an executive order postponing the ban on TikTok for another 90 days.

It’s the third time he’s kept the massive social media app alive since becoming president.

It’s also not at all clear to me that he has the authority to do it.

While this is a story about TikTok, it’s also about the broader theory of governance Trump has adopted in his second term: If it’s not expressly illegal, that means I can do it.
